Child Abuse Charges Filed After Toddler Found with Drugs in System

Deputies responded to a medical call yesterday morning involving a 15-month-old child experiencing a medical emergency. The child was transported to a local hospital for evaluation and treatment.
During treatment, it was determined that the child had an illegal substance in her system, which contributed to the medical issues.
Detectives with the Union County Sheriff’s Office, along with the North Carolina State Bureau of Investigation, launched an investigation. During the investigation, it was determined that the child’s mother, Bailey Smith, and her boyfriend, James Kisiah, were responsible.
Bailey Smith was taken into custody and transported to the Union County Detention Center. She was charged with Felony Negligent Child Abuse Inflicting Serious Physical Injury. She appeared before a judicial official and was given a $250,000 secured bond.
James Kisiah also had warrants issued for his arrest for the same charges and was taken into custody in South Carolina. He is currently awaiting extradition to North Carolina from the Lancaster County Detention Center.
