Forest City Council Reviews Grants, Fire Truck Purchase, and Upcoming Projects

The Forest City Town Council held its December meeting on Dec. 15, covering grant approvals, budget updates, and ongoing town projects. 


Town Manager, Dr. Janet Mason, presented a resolution authorizing the town to submit two State Revolving Fund (SRF) applications to the North Carolina Department of Environmental Quality for water and sewer infrastructure improvements, including standby generators, a new water tower, and force main repairs. The council approved the resolution unanimously.


The council also approved a resolution of official intent to reimburse the town for a fire truck purchased in the FY26 budget. Mason explained that the process ensures the town can cover the upfront cost until financing is arranged.


A $500 budget amendment for library special events, funded by community contributions, was approved. Finance Director Roxanne Stiles provided an overview of the town’s finances, noting that as of November 30, 81% of property taxes had been collected and sales tax revenue was running slightly below last year’s levels. She also updated the council on the fiscal year 2025 audit, delayed by federal single-audit requirements, and FEMA reimbursements totaling nearly $1.94 million.


Mason highlighted recent grant successes, with five projects totaling $1.8 million funded through the Local Government Capital Grant Program, including vehicle replacements and drainage improvements. A federal court reinstatement of FEMA’s BRIC disaster mitigation program was also noted, though funding timelines remain uncertain regarding when funds will return to the state.


Upcoming projects include the Legacy Soccer Park ribbon cutting on Jan. 15, the larger grand opening in March, and construction at the Park Square Depot, expected to finish in 2026. Mason thanked the staff for their efforts on holiday events and decorations.
