A Grover man is being held without bond after being charged with kidnapping, attempted first-degree murder, and multiple violent offenses following an early-morning 911 hang-up call in Spindale, authorities said.

Cedric Surratt, Jr. was arrested shortly after 4 a.m. Monday, after officers with the Spindale Police Department responded to a hang-up call from the area of 163 Pleasant St., according to police and court records.

Officers arrived to find an adult man and woman in the roadway, intervened, took the man into custody, and requested emergency medical services to treat the woman, police said.

Surratt was transported to the Rutherford County Detention Center, where he is being held under no bond. He faces charges of attempted first-degree murder, assault with a deadly weapon with intent to kill, inflicting serious injury, first-degree kidnapping, misdemeanor crime of domestic violence and interfering with emergency communications, court documents show.

The case is pending in Rutherford District Court under file number 26CR214331-800. Electronic warrants were issued early Monday, and a hearing is scheduled for Tuesday morning. Court records indicate bond was not authorized because Surratt was charged with a felony while on probation and has multiple prior convictions within the past decade.

Charging documents allege the victim, identified in court records as Kyra Lashaun Isom, suffered serious injuries. Public records allege Surratt assaulted Isom with his fists and feet and struck her multiple times with a rock, restrained and moved her without consent, and attempted to kill her with “malice aforethought.” The interference with emergency communication charge alleges the defendant broke a phone to prevent a 911 call, public records said.

Publicly available emergency communications radio traffic showed the victim was later “unconscious” en route to the hospital.

Police said, “If you are experiencing domestic violence, please know you are not alone—help is available.”
