Mooresville mayor at Center of Growing Calls for State Investigation

Mounting controversies surrounding Mooresville Mayor Chris Carney have intensified calls for an independent state investigation, as questions about police conduct, internal town disputes, and potential conflicts of interest continue to surface.

While a recent jurisdiction dispute involving the Mooresville Police Department helped spark renewed scrutiny, multiple issues tied to town leadership are now converging—placing Carney at the center of a widening push for oversight by the North Carolina State Bureau of Investigation.

Mayor linked to multiple controversies

The latest developments come as two former town employees have filed lawsuits alleging retaliation after they say they viewed a sensitive surveillance video involving Carney inside Town Hall after hours. A third former employee has since filed a similar claim.

Details of the video have not been publicly released, and a legal battle is ongoing over whether it should be made public.

Separately, a roadside encounter between Carney and Mooresville Police Chief Ron Campurciani has also raised concerns. Critics, including former Assistant Police Chief Frank Falzone and the North Carolina Police Benevolent Association, question whether the incident may have been inaccurately documented.

“We don’t know if that occurred or if that did not occur, but without a proper investigation, we’ll never know,” Falzone said.

Police controversy adds pressure

Concerns about town leadership have been further amplified by a February 2025 law enforcement operation involving Mooresville officers outside their jurisdiction.

Iredell County Sheriff Darren Campbell has requested an SBI investigation after Mooresville police assisted in executing a search warrant in unincorporated Iredell County without notifying his office.

Campbell cited serious safety concerns, saying the lack of coordination could have led to a dangerous confrontation between deputies and officers.

Though the operation was led by the North Carolina Alcohol Law Enforcement in partnership with Homeland Security Investigations (HSI), the sheriff said the situation reflects broader issues of communication and accountability.

Mooresville officials have disputed his claims, stating their officers were assisting at the request of state and federal agencies and were not the lead agency.

Questions about conflicts of interest

Efforts to initiate a formal SBI investigation have so far stalled, in part due to questions surrounding potential conflicts of interest.

In Iredell County, District Attorney Sarah Kirkman said her office faces a “possible perceived conflict” and has referred the matter to the North Carolina Conference of District Attorneys.

Campaign finance records show Carney made a $1,300 in-kind contribution to Kirkman’s campaign on the same day as a political fundraiser both attended—an event that preceded the roadside encounter now under scrutiny.

State officials have not said whether that connection is part of the conflict concern, and the district attorney has declined further comment.

The Conference of District Attorneys confirmed it is reviewing the situation, but has not indicated when a decision might be made on whether to request a formal SBI probe.

No investigation yet, but pressure building

The SBI has confirmed that no active investigation into Mooresville is currently underway, noting that both a local official’s request and district attorney approval are typically required before opening a case.

Despite that, calls for action continue to grow.

Former Mooresville IT Director Christopher Lee said an investigation is overdue.

“They should have already,” Lee said. “I don’t understand why they haven’t.”

Sheriff Campbell has also emphasized the need for transparency across all levels of government.

“Anybody in a position of public trust...should be willing to have things looked at,” he said. “If there are questions, the public deserves answers.”

Ongoing legal and public scrutiny

With multiple lawsuits pending, unanswered questions about law enforcement actions, and state officials weighing next steps, Mooresville’s leadership faces increasing public scrutiny.

At the center of it all is Mayor Carney, whose administration is now linked—directly or indirectly—to each of the issues prompting calls for investigation.

Whether the SBI ultimately steps in could determine how those questions are resolved—and whether the town’s leadership can restore public confidence moving forward.
