Rutherfordton Names First Director of New PARC Department

The Town of Rutherfordton has appointed Lindy Abrams as the first Director of the newly established Parks, Arts, Recreation & Culture (PARC) Department. The creation of this department marks a significant step in the Town’s effort to enhance quality of life, community engagement, and cultural vibrancy.


In her new role, Abrams will lead the implementation of Rutherfordton’s 2025 Parks & Recreation Master Plan and oversee projects designed to expand recreational, cultural, and community opportunities. Early initiatives under her leadership include:


  • Norris Park Completion and Community Launch: The newly completed Norris Park will officially open with a “Party in the Park” celebration on Saturday, March 7, 2026.

  • Purple Martin Greenway Expansion: Plans are underway to connect the Purple Martin Greenway to the Thermal Belt Rail Trail, improving connectivity and outdoor recreation options.

  • Crestview Park Master Plan: With funding from the RHI Legacy grant, a site-specific master plan will guide phased improvements and future state and federal funding opportunities.

  • Ruff’ton Roots Community Garden: Now officially part of the PARC Department, the garden will continue to grow under Abrams’ leadership, offering expanded educational and community programming.


Abrams brings extensive experience in arts management, community development, and environmental stewardship. Her understanding of the community, professional expertise, and commitment to her hometown distinguished her from more than 20 other applicants.


Town Manager Doug Barrick said, “Her vision, energy, and dedication are already making a difference as we move toward a vibrant 2026 for Rutherfordton. This is about more than parks; it’s about creating spaces and programs that bring our community together, promote wellness, and celebrate our unique culture.”


Mayor Jimmy Dancy added, “Lindy Abrams is a hometown treasure. Her dedication, creativity, and tireless work for our community make her the perfect leader for our new PARC Department. From her successes with Ruff’ton Roots to her vision for a more connected, vibrant Rutherfordton, she has already made a lasting impact.”


The Town encourages the community to save the date for the Norris Park launch and “Party in the Park” celebration on Saturday, March 7, 2026. Residents are invited to attend and join in the festivities.
