Rutherfordton Puts Five EVs to the Test

Five electric vehicles are now working across Rutherfordton town government as officials begin a yearlong pilot to determine whether battery-powered vehicles can meet the demands of rural local government while potentially reducing long-term costs for taxpayers.
The town announced the deployment on Aug. 21, describing the effort as a real-world test rather than a commitment to replace its entire municipal fleet with electric vehicles.
The Rutherfordton Public Safety EV Pilot Program, NCDOT Project HN-0043, was funded through the federal Carbon Reduction Program administered by the North Carolina Department of Transportation, with regional support from the Foothills Rural Planning Organization and Foothills Regional Commission.
The five vehicles are assigned to police, fire, public works, and the Parks, Art, Recreation and Culture (PARC) department.
Town Manager Doug Barrick said the project is intended to answer a practical question: whether electric vehicles can perform municipal jobs without compromising service or increasing costs.
“Local governments are constantly being asked to do more with less, and we’re always looking for responsible ways to contain costs without reducing the level of service our community expects,” Barrick said.
Rutherfordton already operates two Ford hybrid SUVs in its Police Department, including one assigned to its K-9 program. The EV pilot is the town's next step in evaluating whether alternative powertrains make financial and operational sense for specific municipal jobs.
“This was never about simply buying electric vehicles,” Barrick said. “We wanted to put them into the same jobs where we would use a conventional vehicle and see what happens.”
Five vehicles, five assignments
The town deliberately placed the vehicles into active service instead of restricting them to administrative transportation.
The Police Department has two Chevrolet Blazer EV Police Pursuit Vehicles. Patrol Lt. Holland operates a ghost unit, while Sgt. Goodwin operates a fully marked patrol vehicle.
Deputy Fire Chief Wendy Burch operates another Blazer EV for fire prevention, inspections and emergency response.
Public Works Director Cory Hall operates a Chevrolet Silverado EV for Public Works and utility operations, including hauling, towing, off-pavement travel and field work.
A second Silverado EV is operated by PARC Director Lindy Abrams. The truck is also shared with Ruff’ton Roots Community Garden.
The assignments are designed to test electric vehicles under substantially different conditions, including police patrol, emergency response, municipal maintenance and community programming.
Early results are encouraging
The town says early driver feedback has been positive, although officials stress that the first weeks of operation are not enough to determine whether the vehicles will save money over their lifetimes.
Holland's police Blazer has accumulated about 560 miles and is showing approximately 300 miles of indicated range on a full charge.
The vehicle is also gaining about 17 to 20 miles of indicated range per hour on Level 2 charging, according to the town's initial deployment report.
The police vehicles have been used in actual patrol assignments, including emergency and higher-speed operations. Officers have reported positive acceleration, handling, and responsiveness.
The Silverado assigned to Abrams has accumulated approximately 874 miles. During a typical day of local travel and rounds around Rutherfordton, the truck starts at a full charge and reportedly rarely drops below 90%.
That finding could be significant for municipal fleet planning because maximum advertised range is not necessarily the most important measurement for a vehicle that returns to town facilities each day.
Public Works also has used the Silverado for hauling, limited towing and off-pavement travel.
“I really can’t see any difference in it from a gas truck,” Hall said.
The electric trucks have demonstrated another potential municipal use: mobile power.
During a town event, one Silverado powered a large speaker system for approximately two hours while reportedly retaining about 94% battery capacity. Employees also have used onboard electricity to power tools at job sites.
Abrams described the capability as being “like having a generator.”
The taxpayer question
The most important financial question is still unanswered.
The NCDOT project was programmed at $291,415, including up to $233,132 in federal funding and $58,283 in local funding.
Rutherfordton's first reimbursement request documented $286,857.46 in total project expenses through June 30, 2026. After excluding $4,014.39 in sales tax, the town reported $282,843.07 in eligible expenses and requested $226,274.46 in federal reimbursement, representing 80% of eligible costs.
The town says it had already budgeted local dollars for normal vehicle replacements.
In practical terms, Rutherfordton leveraged roughly the local investment associated with replacing one municipal vehicle into a five-vehicle EV pilot and related equipment.
But the grant's acquisition advantage does not establish that EVs will ultimately cost taxpayers less.
That distinction is central to the pilot.
“If we’re going to tell another community this technology makes sense, we need to know what it costs after the grant,” Barrick said.
The town plans to track electricity, maintenance, tires, repairs, downtime, towing, hauling and other operating expenses.
It also plans to compare the vehicles, where possible, with conventional and hybrid vehicles performing similar duties.
A year of data ahead
Rutherfordton says the initial deployment is only the baseline.
Officials plan to review the vehicles after approximately six months and again after one year.
The six-month review, expected in February 2027, will examine winter performance, mileage, charging, electricity costs, maintenance, tires, towing, emergency use and downtime.
The one-year review in August 2027 is expected to provide a more complete picture of operating costs, reliability and employee experience.
Among the questions officials still need to answer are how winter temperatures affect range, how towing affects the Silverado, how tires and brakes wear, what repairs emerge and how much electricity actually costs compared with gasoline.
The town also plans to track whether an electric vehicle ever causes an employee to delay, change or limit an assignment.
Rutherfordton's stated goal is not to demonstrate that every municipal vehicle should be electric.
Instead, officials say they want to determine which technology best fits each job — electric, hybrid or conventional.
That makes the pilot less about electrification for its own sake and more about whether a technology can provide reliable service at a reasonable cost to taxpayers.
“The real test is whether the vehicle can do the job and whether it can do it more efficiently for our taxpayers,” Barrick said.
For now, the town says the early results are encouraging. But the more consequential numbers — energy costs, maintenance, repairs, downtime and total cost of ownership — will take months or years to develop.
Rutherfordton says it plans to share its findings with other local governments.
