The Rutherfordton Town Council closed out the year on Wednesday, Dec. 3, with a meeting that touched on free-speech concerns, affordable housing, and updated rules for digital billboards. Three days later, the town capped the week with its annual Christmas parade.

During public comment, speakers urged the council to review local permitting rules they argue may hinder First Amendment protections. Council members also approved updates allowing limited digital billboard conversions in commercial areas while maintaining restrictions in residential and historic districts. The board advanced an additional Habitat for Humanity home in the Fairview redevelopment area and approved right-of-way requests related to a state transportation project.

The meeting also included recognition of two officers for life-saving actions and updates on upcoming holiday events.

On Saturday, crowds lined Main Street as the Christmas parade made its way from Spindale into downtown Rutherfordton, ending with a tree-lighting ceremony on the courthouse lawn.
