Final Deadlines Approaching for Helene Recovery Assistance in McDowell County

McDowell County residents affected by Hurricane Helene have limited time to apply for storm recovery programs, according to a press release from McDowell County Emergency Management.


“The second and final application period for the NC SMART Personal Property Debris Removal Program will close on November 7, 2025,” the release states. “This program helps homeowners remove storm debris or demolish unsafe structures at no cost. Applications are for new applicants only and will not reopen.”


Residents can apply online at NCDebrisCleanup.com, by phone at (828) 412-8947, by email at Info@ncdebriscleanup.com, or in person by appointment at the emergency management office.


For homeowners who experienced flooding, the Hazard Mitigation Grant Program (HMGP) is available until October 31, 2025. The press release explains that the FEMA- and state-funded program allows residents to elevate homes and take other steps to reduce future flood damage. “Participation is voluntary and fully funded — there is no cost to homeowners,” it notes. Applications and details are available at mcdowellgov.com/helene.


Property owners who repaired private roads or bridges damaged by Helene may also seek reimbursement through the NC State Private Road and Bridge Program. The release says the program prioritizes access routes that serve as the sole entry for emergency services or provide access to multiple homes. Residents can contact ncemprb@ncdps.gov or call 1-844-746-2326 for forms and assistance.

“Residents are encouraged not to wait,” the release states. “Missing these deadlines could mean losing access to critical recovery assistance.”
