Moore Touts DHS Funding, Farm Bill Passage, and Surveillance Reforms as Key Wins

U.S. Rep. Tim Moore (R - 14th District) says Congress has moved to stabilize federal operations and deliver targeted funding to western North Carolina, including nearly $2 million for a new emergency facility in Cleveland County.


In a weekly update to constituents dated May 3, Moore outlined recent House action to fund the Department of Homeland Security, pass a long-delayed Farm Bill, and reauthorize a key foreign intelligence program.


Emergency operations funding for Cleveland County

Moore pointed to $1,954,000 secured through the Community Project Funding process to build a new Emergency Operations Center in Cleveland County.


The proposed 581-square-foot facility would be constructed on county-owned land in Shelby and is intended to centralize disaster response efforts in a county of more than 100,000 residents.


Local officials have long cited the lack of a dedicated emergency operations center as a challenge during natural disasters and large-scale incidents. Moore said the project would allow first responders to coordinate more effectively and improve response times.

The funding was included in a broader DHS appropriations package, which also restores operations across agencies including Federal Emergency Management Agency (FEMA) and Transportation Security Administration (TSA) following a partial government shutdown.


Farm Bill passes after years of delays

Lawmakers also approved a new Farm Bill, replacing extensions of the 2018 law and setting agricultural and rural policy through 2031.


The legislation includes provisions aimed at expanding credit access for farmers, increasing export promotion, and supporting specialty crops important to North Carolina, including sweet potatoes and Fraser fir Christmas trees.


Moore said the bill provides long-term certainty for producers and rural communities, particularly in western North Carolina, where agriculture remains a major economic driver.

The measure also incorporates changes to nutrition programs and claims significant cost savings tied to prior reforms to the Supplemental Nutrition Assistance Program (SNAP), though those provisions have been a point of debate in Congress.


Surveillance program renewed with added oversight

The House also voted to renew Section 702 of the Foreign Intelligence Surveillance Act (FISA), a surveillance authority used to collect intelligence on foreign targets overseas.

Moore described the program as essential for tracking threats such as terrorism,

cyberattacks, and drug trafficking networks. He emphasized that the reauthorization includes additional safeguards, including requirements for warrants when querying data involving U.S. persons and expanded oversight mechanisms.


Civil liberties advocates have historically raised concerns about potential misuse of the authority, while national security officials argue it is a critical intelligence tool.


Energy policy recognition

In addition to legislative updates, Moore noted he was recognized by Citizens for Responsible Energy Solutions for his work on energy policy.


He highlighted his support for expanding advanced nuclear energy, including legislation to increase testing and deployment sites for next-generation reactors. Moore said such technologies could play a role in meeting growing energy demand in North Carolina and supporting rural infrastructure.


Moore represents North Carolina’s 14th Congressional District, which includes all of Rutherford County and much of the state’s western region. His update framed the recent legislative activity as both a step toward restoring federal stability and an opportunity to direct resources to local priorities.


He faces Democrat challenger LaKesha Womack on the November ballot.

The American people have been spied upon by the CIA/FBI, et al., for decades now, and the FISA court is incredibly corrupt. We have no visibility on anything it does. Stop 702 was a fight back effort that has tried for weeks to end the FISA Courts abiity to continue it's business as usual... which is all this vote does.
