NC Counties Spotlight Health Access, Legislative Push

North Carolina county leaders are reviewing new developments in health care access, state legislation, and federal funding opportunities following a wide-ranging weekly update distributed by the North Carolina Association of County Commissioners (NCACC).


Health access forum highlights statewide strategies

A recent “NC Counties Care: Access Within Reach” forum featured North Carolina Department of Health and Human Services Secretary Dr. Devdutta “Dev” Sangvai of North Carolina Department of Health and Human Services, alongside public health experts discussing efforts to expand health care access across rural and urban counties.


The discussion included updates on the Healthy Opportunities Pilot program, which uses Medicaid-related services to address non-medical drivers of health such as housing, food, and transportation. Officials said additional findings will be included in a forthcoming white paper developed in partnership with Carolina Demography.


Legislative session moves toward budget deadline

At the North Carolina General Assembly, lawmakers advanced multiple policy bills while continuing negotiations over the state budget. Leadership has not confirmed an exact release date, though budget discussions are expected to intensify ahead of the July 4 holiday.

Lawmakers also continued discussion on a separate measure addressing local government responses to homelessness. The bill, HB 437, Drug-Free Zones/Unauthorized Public Camping, includes provisions that would allow legal action if encampment removal timelines are not met, prompting ongoing debate over enforcement and liability standards.


Budget negotiators have not yet indicated whether a full spending plan or partial agreement will be released first.


Counties prepare for major conferences and safety initiatives

County officials are also preparing for several upcoming statewide and national events, including the NCACC Annual Conference in Durham County.


June has also been recognized as National Safety Month, with counties such as Craven and Washington highlighting workplace safety programs, training sessions, and employee-led improvements aimed at reducing risk and improving emergency readiness.


Local county updates and economic development

Across North Carolina, counties reported a range of local developments, including leadership appointments, public safety grants, and infrastructure investments. Mecklenburg, Cabarrus, and Chatham counties were among those announcing administrative and service-related updates this week.


Statewide, Governor Josh Stein’s administration also announced additional neighborhood revitalization grants aimed at supporting 13 communities.


America 250 parade planned for July 4

All 100 North Carolina counties have been invited to participate in the state’s “First in Freedom” July 4 parade in Raleigh, part of America’s 250th anniversary celebration. Counties are encouraged to send delegations and flags to represent their communities in the statewide event.


Organizers say the parade will highlight North Carolina’s history and local identity as the nation approaches the 250th anniversary of the Declaration of Independence.
